Role summary
This role supports the development of the Trust's performance management system for regulatory requirements, including projects like NHS Telephone Advice and Guidance and National Clinical Audit. It involves managing data reporting and collection for national and local commissioning quality indicators. The officer will lead quality improvement initiatives and collaborate with clinical teams to ensure timely and accurate reporting of quality outcomes. The position also supports the Programme and Regulatory Performance Manager in maintaining compliance with external regulations.
Key responsibilities
- Support the establishment and delivery of new work programmes and projects, including project management leadership.
- Maintain accurate and comprehensive project documentation, aligned with Trust standards.
- Coordinate and lead programme-related meetings, including agenda preparation and minute-taking.
- Produce, interpret, and present high-quality reports for internal and external bodies, drawing from complex data sources.
- Provide specialist analytical support and advice, helping managers interpret data and identify performance issues.
- Support and undertake external and internal negotiations related to financial arrangements like CQUINs and incentive schemes.
Essential criteria
- Educated to degree level or demonstrate equivalent senior level analytical and operational experience
- Qualification in Project Management (e.g., PRINCE2, Agile) or equivalent demonstrable relevant experience
- Evidence of continued professional development
- Experience of, or demonstrable competence in, negotiation skills
- A good understanding of NHS financial systems
- Knowledge of project principles, techniques and tools
- Experience of managing and coordinating projects in complex and challenging environments
- Some experience of successfully operating in a politically sensitive environment
- Experience of setting up and implementing internal processes and procedures
- Demonstrated experience in healthcare environment
- Knowledge of financial processes and budget management (e.g., budget monitoring, invoicing, procurement, business planning)
- Experience of analysing and interpreting complex data and presenting to other users
- Able to demonstrate an ability to communicate with people about difficult matters and/or difficult situations
- Proficient in Microsoft Office Word, Excel and Powerpoint, Outlook, SharePoint
- An understanding of NHS information system processes
- Able to demonstrate a mature and confident manner, capable of commanding respect of senior commissioning and clinical personnel
- High level of numeracy including simple statistics
- Excellent written skills and presentation skills
- Ability to work without supervision, providing specialist advice to the organisation, working to tight and often changing timescales

Job summary
Responsibility for supporting the development of the Trust's performance management system for regulatory requirements set by internal and external agencies, including projects such as NHS Telephone Advice and Guidance, Specialised Services Quality Dashboards (SSQD), Commissioning for Quality and Innovation (CQUIN), and National Clinical Audit (NCA) and registry delivery. The role manages the reporting, capture and collection of data related to national and local commissioning quality indicators in line with established requirements.
Works with corporate and multidisciplinary clinical teams to support processes aligned to the financial models outlined in Fit for the Future, including integration with the Trust's High Value Care Programme.
Leads quality improvement initiatives linked to team projects and ad-hoc requirements from services and teams such as Patient Safety, Clinical Coding and the Business Intelligence Unit (BIU).
Collaborates with BIU, service managers and clinicians to ensure timely, accurate reporting and management of quality outcomes, analysing data and developing solutions. Liaises with counterparts at Guy's and St Thomas's (GSTT) and Lewisham and Greenwich (LGT) to share information and learning.
