Role summary

This is an exciting opportunity for a professionally qualified accountant to join Swansea Bay University Health Board's Capital Finance Team. The role involves leading and working within a team responsible for the financial management of the Health Board's Capital Programme. You will report to the Head of Capital Finance and work with senior managers and multi-disciplinary teams to achieve the annual Capital Resource Limit. This unique position offers experience across management and financial accounting disciplines, allowing for skill development and exposure to other functions like Capital Planning, Procurement & Digital. The post also supports the financial monitoring of the in-year Capital Programme and manages the Contract Register and VAT assessments.

Key responsibilities

  • Lead and work within a team responsible for the financial management of the Health Board's Capital Programme.
  • Support the Head of Capital Finance in the financial management and achievement of the statutory Capital Resource Limit (CRL).
  • Provide accurate, timely and reliable financial information and support.
  • Lead on specific aspects of the Capital Programme, including management of the monthly scheme level CRL Review meeting.
  • Have operational responsibility for the financial monitoring of the in-year Capital Programme.
  • Ensure robust systems for recording and estimating spend and specialist capital contracts are in place and operating effectively.

Essential criteria

  • CIMA/CCAB Professionally qualified accountant with extensive post qualification experience
  • Evidence of Continuing Professional Development.
  • "In depth" specialist knowledge of financial accounting and control techniques and procedures, financial aspects of NHS legislation and NHS finance policies, and a proven track record in this area
  • Experience of Capital Finance/Capital Accounting and/or Finance Business Partnering
  • Relevant post qualification experience.
  • Experience of effectively managing people and working as part of a team.
  • Ability to communicate effectively by giving and receiving complex information and an ability to advise non-finance colleagues on financial accounting and system matters.
  • Ability to work on own initiative at all levels in the Health Board.
  • Proven ability to manage staff, including the necessary supervisory/co-coordinating skills.
  • Ability to work on own initiative at all levels in the Health Board, working within broad professional accounting and other relevant policies
  • Ability to work with senior professionals on a team basis
  • Good communication and negotiating skills required to deal with complex information/negotiating positions etc
  • Ability to work as part of a team / teams including non-finance professionals at a strategic level both inside and outside the Health Board.
  • Ability to demonstrate analytical, interpretation and judgmental skills on highly complex accounting issues.
  • Personal skills required dealing with all clients (both internal and external) of the Finance function, especially colleagues from both audit functions and senior Welsh Government and professional accounting body staff.
  • Expert knowledge of I.T. Skills and their practical application with Microsoft Office 365 functionality, including Power Automate and Power Apps.
  • Highly committed and self-motivated with high professional standards.
  • Ability to travel between sites in a timely manner.
  • Demonstrate flexible approach to work to achieve all deadlines
  • Experience and aptitude in the use of the Oracle general financial ledger system.

Job summary

Swansea Bay University Health Board is seeking to recruit a professionally qualified accountant for the role of Finance Manager-[contact details removed] (Operations) within the Capital Finance Team.

This is a new and exciting opportunity for a highly motivated individual to join our Finance function. In this high-profile role you will lead and work within a team responsible for the financial management of the Health Board's Capital Programme.

Reporting to the Head of Capital Finance, you will work across the Finance function, with senior managers and within multi-disciplinary teams to help ensure that the Health Boards annual Capital Resource Limit is achieved. This is a unique role which will provide experience across both the traditional management and financial accounting disciplines, providing the right individual with the opportunity to work across the organisation whilst developing their skillset.
