Role summary

This is a permanent, challenging, and exciting role within Primary Care Contracting (PCC) supporting the West IHC in all aspects of contracting with GPs and Community Pharmacies. The post holder will also provide support for Pan BCU projects and work programmes. The role involves managing operational aspects of primary care contracts, leading on GMS contracts, and implementing compliance with NHS Regulation and Welsh Government policies. You will use expert knowledge to advise on commissioning, contracts, and performance, exercising independent judgment to resolve contractual issues.

Essential criteria

  • Educated to degree level in relevant subject or equivalent level of experience of working at a similar level in specialist area.
  • Further training or significant experience in project management, financial management or supporting change management processes,
  • Significant primary care contract experience including knowledge of: GMS contract, Quality and Outcomes Framework, GMS Regulation and SFE, Pharmacy Contract, Optometry Contract and Service Commissioning.
  • Evidence of effective working and engagement with multidisciplinary teams in primary or secondary care
  • Experience and understanding of evaluating and measuring the performance of health services.
  • Clear communication skills with excellent writing, report writing and presentation skills; capable of constructing and delivering clear ideas and concepts concisely and accurately for diverse audiences.
  • Skills for nurturing key relationships and maintaining networks.
  • Facilitation, influencing and negotiating skills to manage difficult, complex and sensitive situations where there may be a disagreement of views and achieve outcomes consistent with meeting objectives
  • Understanding of the detailed statutory obligations of Health Board and NHS legislation with regard to primary care contracting.
  • Knowledge and awareness of current issues in Primary Care and WG policy direction for the NHS Wales
  • Resilient and flexible, dealing with diverse demands, challenges to decisions and expectations
  • Ability to motivate others and work within an integrated team

Job summary

Primary Care Contracting has an excellent opportunity for a self-motivated, proactive and innovative individual to join the team.

We need an exceptional individual to fill a post as Primary Care Contracts Officer. This is a permanent, challenging and exciting role within Primary Care Contracting (PCC) which will be key to supporting the West IHC in all aspects of contracting with GPs and Community Pharmacies. Main duties of the job

Responsible for managing agreed operational aspects of the primary care contracts to provide general medical and pharmaceutical services, taking the lead in specific areas as required.

Responsible for taking the lead role for the operational management of the agreed elements of GMS contracts within the division, interpreting policies to reflect local needs within the overall operational framework.

At the operational level, lead and co-ordinate local implementation of compliance to NHS Regulation and Primary Care Contracts, as well as Welsh Government's policies.
