Role summary

The Project Officer supports the Associate Director of Capital Development in planning, procuring, and delivering the Trust's Capital Programme and major Estates projects. This role involves managing construction, engineering, refurbishment, and compliance projects, ensuring they meet agreed timescales, budgets, and quality standards, while adhering to NHS requirements and statutory regulations. The post holder provides specialist technical advice on design, construction, and procurement, working with various stakeholders from inception to completion.   • Educated to Degree level or equivalent level of experience of working within a project support environment.

  • In depth experience in design, specification and negotiation of construction projects, Capital project management and administration of construction contract matters.
  • In depth knowledge of NHS project management including procurement routes, and business case development.
  • Health service Capital investment and procurement procedures.
  • A thorough understanding of fire prevention, building construction and services, fire safety legislation, Codes of Practice and Building Regulations.
  • An understanding of the risk management process.
  • Experience of working within a Healthcare environment
  • Leading and influencing in challenging circumstances
  • Excellent numeric and analytical skills
  • Highly developed problem-solving skills and ability to respond to sudden unexpected demands
  • Ability to analyse complex facts and situations and develop a range of options

Job summary

The Project Officer supports the Associate Director of Capital Development in the planning, procurement and delivery of the Trust's Capital Programme and major Estates projects. The post holder manages a range of construction, engineering, refurbishment and compliance projects, ensuring delivery within agreed timescales, budgets and quality standards, while meeting NHS requirements, statutory regulations and Trust policies.

The role provides specialist technical advice on design, construction, procurement, sustainability, engineering services and regulatory compliance. Working with clinical services, Estates teams, contractors, consultants and external agencies, the post holder develops project briefs, supports business case development, manages contracts and oversees projects from inception to completion.

Responsibilities include budget management, tender evaluation, contractor coordination and ensuring that backlog maintenance, statutory compliance and sustainability objectives are incorporated into schemes where appropriate.
