Role summary

This role involves professionally managing the PFI contract and its associated budget, ensuring accurate monitoring and reporting of all financial sums. The manager will oversee and apply contractual provisions related to the PFI building, resolving complex contract queries and disputes. A key responsibility is to develop the link between the FM provider and internal technical teams, ensuring performance specifications are met to protect the Trust's interests.

Essential criteria

  • Degree in property/estates management, business and contracts management disciplines or equivalent experience.

Desirable criteria

  • Post Graduate Certificate or Diploma in Management or equivalent.
  • Experience of PFI contracts management including performance management of contracts
  • Experience of leading, negotiating and delivering robust contracts
  • Experience of financial management process and the reconciliation of contracts expenditure accounts
  • Experience of developing information resource and policy/procedures.
  • Experience of project planning in order to achieve deadlines
  • Budget management
  • Previous contracts management work experience at a management level
  • Performance management
  • Experience of working with staff and management at all levels, including senior management
  • Data collection and analysis/interpretation of complex issues.
  • Contracts and budget management within NHS Management of Pf2 form contracts
  • Knowledge of PFI contracts to include understanding of key contractual risks and payment mechanisms.
  • Knowledge of risk mitigation strategies and methods to incentivise performance improvements.
  • Knowledge of KPI performance indicators.
  • A sound understanding of contracts procurement and administration
  • Understand and be able to work through the concepts and techniques for: o risk mitigation o dispute resoltion
  • Knowledge of Variation Order and Small works processes under PFI contracts
  • Detailed knowledge of NHS standards and guidance
  • Knowledge and practical experience of the application of relevant statutory legislation and guidance relating to healthcare premises
  • Knowledge of subleases and associated Landlord and Tenant legislation.
  • Excellent communication skills
  • Sound level of knowledge regarding key office software applications including Microsoft office and excel
  • Capable of working in a demand driven service

  • Good report writing skills with excellent attention to detail

Job summary

To professionally and accurately oversee the management of the PFI contract with its associated budget, and to ensure the accurate and timely monitoring and reporting of all sums against this.

To oversee and carry out the monitoring and application of relevant contractual provisions relating to the PFI building and to resolve complex contract queries/disputes.

To be responsible for developing the link between the FM provider and relevant CUH internal technical teams, and to ensure that the performance specifications are met with the primary objective being to ensure that the Trust's position is protected at all times.

Main duties of the job
