Role summary

This role is for a Senior Procurement Business Manager within the NHS Wales Shared Services Partnership, specifically in the Cwm Taf Morgannwg local Procurement team. The successful candidate will contribute to delivering patient-centred services by focusing on value, safety, excellence, innovation, and quality in procurement. It involves applying commercial acumen and delivering creative solutions in a dynamic environment. The position aims to develop seamless procurement processes to free up clinical time for patient care.

  • Knowledge of best practice/benchmarking and performance measurement techniques
  • Knowledge of e-business systems
  • Sound knowledge of strategic and operational procurement management
  • Expertise in EU procurement and contract management, obtained via further training and/or relevant experience
  • Experience of project planning and ability to meet deadlines, including participating, and co-ordinating costings and purchases in line with agreed revenue and capital projects
  • Demonstrable track record of obtaining savings and other business indicators.
  • Experience of people/staff management.
  • Conversant with legal, compliance and probity issues
  • Proven experience of handling 'complex' and/or high value procurements on time, and within budget.
  • Awareness of EFQM/Quality standards and working with ISO policies and procedures.
  • Awareness of category management.
  • Awareness of business planning principles
  • Experience of managing large scale and / or complex projects.
  • Track record of managing organisational and technological change
  • Excellent communication skills, written and oral, articulate and robust in presenting ideas.
  • IT Proficiency particularly in the use of word processing, spreadsheets, databases and use of the web for researching.
  • Evidence of continuous professional development.
  • Ability to engage, motivate, influence individuals outside the formal area of management responsibility
  • Ability to demonstrate sound analytical reasoning, effective decision making and an ability to identify and manage risks
  • Conversant in Welsh
  • Familiar with integrated web based systems
