Role summary
The Procurement Manager will join the One Lancashire and South Cumbria team, hosted by East Lancashire Hospitals, to provide dedicated procurement support to all Trusts. The role involves identifying, developing, and delivering credible savings plans, ensuring all procurement activity complies with public procurement legislation and Trust financial instructions. The manager will work with stakeholders at all levels, negotiate complex contracts, and lead procurement projects to achieve value for money and strategic objectives.
Key responsibilities
- Work with colleagues to design and execute the procurement strategy and balanced scorecard objectives.
- Develop and lead high-value procurement projects, including planning and tender selection strategies.
- Lead on commercial negotiations with suppliers for complex contracts.
- Supervise a dedicated buying team and manage Senior and Lead Buyers.
- Support budget holders in managing project budgets and provide regular update reports.
- Ensure compliance with statutory and local policies/standards/procedures throughout the procurement process.
Essential criteria
- Good general standard of education including Mathematics and English Language - GCSE level Grade 4
- Degree or diploma level graduate (CIPS or procurement related) or equivalent relevant experience
- Experience of working in a Procurement team
- Experience of staff management
- Demonstrable successful project management experience with proven ability to deliver projects on-time and within a varied portfolio
- Experience of contract, stakeholder & supplier management
- Experience of working with a wide range of Stakeholder groups
- Experience of negotiating complex contracts
- Sound knowledge of contract management
- Knowledge of best practice in Procurement & supply
- Experience of working in a busy target driven environment to deliver savings opportunities
- Strong interpersonal skills and the ability to interact with people/stakeholders at all levels
- Able to identify and manage issues as they arise and demonstrate problem solving skills
- Excellent negotiation and financial adjudication skills to manage complex high value projects
- High level of personal professionalism

We're on the lookout for a knowledgeable, hard-working Procurement Manager to join our team based in One Lancashire and South Cumbria, hosted by East Lancashire Hospitals. You will be responsible for providing dedicated procurement support to all Trusts.
The objective of the role is to identify, develop and deliver credible savings/work plans within the categoryand engage with stakeholders for the trust functions. Whilst ensuring all

The individual must be a Procurement Specialist with in-depth knowledge of supplier technology and services in the marketplace, and experience working with suppliers to negotiate enterprise contracts in a variety of categories, specifically on the following solutions and suppliers:
o Acquisition of software, hardware, maintenance/support
o Acquisition of managed services/ outsourcing arrangements
o Previous experience in working with a variety of Suppliers
o Lead colleagues through all steps of the procurement processes, to ensure best value for money and risks mitigated.
